firms have already submitted
their assessment reports and
will supervise the whole
process, from reviewing the
design to the actual build.
Construction is due to start
in September 2019 after
the CAAB’s floated bid, and
expected to be completed by
August 2022.
Tajikistan
For Tajikistan, JICA
granted aid for the construction
of a brand new cargo terminal
at Dushanbe International
airport, which was inaugurated
in mid-2018. The project cost
was put at JP¥2.27bn. This
project embraced activities
such as provision of cargo
handling equipment and
preparation of manuals related
to cargo handling. As a result,
the airport’s cargo handling
efficiency has improved.
The new cargo terminal at
the airport was designed and
constructed using modern
technologies and has become
the biggest in the region. The
total construction area of the
cargo terminal is 3,986 square
metres, of which the cargo
area occupies 2,404 square
metres and the remaining 1,582
Upper Myanmar, could be
transported via cargo aircraft
in a short time. Now Myanmar
has two air cargo terminals,
including that of Yangon
International airport.
Elsewhere, Japanese logistics
firms are building modern
warehouses around key
airports to facilitate air cargo
transportation. Senko Group
Holdings set up a joint venture
with its Singaporean partner in
Yangon in 2016. The company
offers three temperature storage
levels (frozen, chilled and dry)
with three-tonne trucks and
six-tonne freezer/refrigerator
trucks and handles a wide
variety of cargo, such as food
and beverages; it is located
just ten minutes from Yangon
International airport.
The Senko group has also
established a joint venture: the
Sinotrans Senko International
Cold Logistics (Shanghai)
Company has been formed
jointly with the Chinese
enterprise Sinotrans Air
Transportation Development
Company.
The venture began operating
the Beijing Logistics Centre
on November 1, 2018, to
render frozen and cold logistics
services in Beijing City. The
new centre is located just five
kilometres from Beijing Capital
International airport.
With a total floor area of
approximately 9,000 square
metres spread over two floors,
the new centre is partly leased
from warehouses owned by
Sinotrans Air and features truck
berths with 16 dock shelters
so that storage items can be
unloaded from trucks without
being affected by outside
temperatures.

in Myanmar’s second largest city
square metres are designated for a two-storey office space. Modern
equipment for the smooth operation of a cargo terminal includes
a refrigeration system, which enables handlers to keep agricultural
products fresh; while scanning equipment sourced from Rapiscan
for fast, accurate and efficient cargo inspection has also been
installed at the station.
The terminal can handle up to 12,000 tonnes of cargo per
year, which is more than four times the pre-existing volumes.
This project will contribute to achieving the strategic goal of the
National Development Strategy of Tajikistan up to 2030, one that
looks to develop the landlocked country’s transport infrastructure
and turn the country into a transit and logistics hub.
Vietnam
JICA has been also providing soft assistance in order to
develop a cargo clearance system in Vietnam and Myanmar, which
is based on its own software NACCS (the Nippon Automated Cargo
Clearance System). NACCS is a system for online processing of
procedures taken by Customs and other relevant administrative
authorities and private sector services for arriving and departing
cargo aircraft in terms of export and import cargo. It is capable of
processing both export and import-related activities from the point
cargo arrives at the airport to the point cargo is delivered; or from
the time cargo is picked up for surface transportation to the point
that cargo is loaded into transport aircraft.
Vietnam has developed its own localised VNACCS. Exporters
and importers, along with shipping brokers and others, have
bought into the system, which is enhancing convenience since it
comprehensively manages an airport’s logistics information.
Myanmar
Meanwhile, Japan’s private firms are working on related
developments. For instance, the MK Company in Hiroshima has
started operating a new cargo terminal in Myanmar’s second largest
city, Mandalay, through a joint venture with its local partner
Hercules Logistics Company. The terminal went into operation
during March 2019. MC-Jalux Airport Service Company, a
subsidiary of the Japanese Mitsubishi Corporation, was responsible
for the erection of the terminal. Mandalay International airport is
expanding rapidly and is projected to become a major cargo hub
in Central and Upper Myanmar. Fruit and flowers from those areas
and the Shan State, along with small scale industrial products from
