again at introducing a CAZ
by the Welsh Government.
7. Leeds
The city’s CAZ was
due to launch on
January 6, but has
been delayed ‘due

10. Oxford
The UK’s first Zero Emission Zone

overall objectives.
“There has been a perception that
the clean air zone is the only thing
we are doing to address air quality
and that its purpose is to make
money from motorists. In fact, the
zone is part of a much broader
strategy to not only improve the air
we breathe, but to also improve the
way we move around our city,
reducing congestion and increasing
sustainable travel options,” explains
Cllr Waseem Zaffar, BCC’s Cabinet
Member for Transport and
Environment. “Ultimately, this is
about behaviour change and we want
people to make smarter, greener
travel choices rather than driving
a non-compliant vehicle into the
CAZ – the charge is aimed
at discouraging them from
doing so.
“But the real
challenge lies in
encouraging people
to change more of
their travel

“Birmingham has traditionally been
a motor city and, for many people, it’s
still all too easy to jump in the car
and make a quick trip to the shops.
However, it is these shorter journeys
by private car that are causing the
most congestion

huge levels of
air pollution.
