Bill has over 40 years of experience in the power,
utility and telecommunication industries. He has
held senior positions in project management, sales,
marketing and general management. Companies he’s worked for include
General Electric, Ericsson, and Black & Veatch.
He has extensive experience working in land mobile radio at Ericsson,
Tait, Pinnacle and Leonardo. This is augmented by an electrical
generation, transmission and distribution background. Bill holds a
Bachelor’s of science from Cal Poly, San Luis Obispo, and a Master’s
from Duke University.

Kevin has 40 years of experience in a variety of elds Emergency (DSB)
including project and systems engineering, sales/marketing, executive
management, as well as advisory roles. For the last 17 years he has run
his own management and engineering consulting company, Global Digital
Solutions. The majority of his career has been spent in mission critical
telecommunications across APAC and the USA. He has worked in many
different verticals including enterprise, industrial, mining, and more.
Kevin was the founding chairman of the Critical Communication
Industry associations in Australasia and North America. He is past
president of the Australian Radio Site Owners and Users associations.

Sigurd has been in his current role at DSB since May 2018. In September
of this year, he also became acting head of the Norwegian Civil Defence.
Prior to DSB, he had a 28-year career in the Norwegian armed forces.
He holds the rank of colonel, and was a battalion commander in the army.
He also led the armed forces’ IT infrastructure department.
Sigurd was educated at the Norwegian Military Academy, the
Norwegian Defence University College and the NATO Defence College,
where he specialised in strategic challenges in the high north.

Christophe graduated from the
telecommunication branch of the Royal Military
Academy in Brussels. He holds a Master’s degree in
management from the Louvain School of Management.
He joined ASTRID in 2000, at the early phase of its deployment. He
has held various management positions in the organisation, including
Program Manager, Operations Manager, Projects Portfolio Manager, and
Quality and Business Process Manager.
As Director of Technology and Operations - since 2013 - he has
been in charge of day-to-day ASTRID services, as well as the network’s
ongoing evolution.

Barbara covers diverse topics relating to critical
communications and future technologies.
From 2012 to June of this year, she was Head
of Directorate at BDBOS. She started at the organisation as Head of
Directorate General Affairs, before taking over directorate operations in
2015, and setting up the directorate strategy in 2018.
She began in 2000 at the German Federal Ministry of the Interior (BMI),
working in particular at the Federal Coordination Board for ICT. From
2004 to 2008, she was seconded as national expert to the European
Commission (DG Entreprise and DG Informatics), covering various topics
related to cross-border data exchange. She subsequently became
member of the ‘Police Information Matters’ unit in the BMI, where she
served as head of the German delegation in Schengen and DAPIX. She
holds a PhD in communication science.
